Take out breastfeeding and copulating. Urine along with smoke,faeces and methane are all in the same category, waste product.

The cost of the law is zero, as it will be undertaken as part of general traffic control. So, if it costs nothing, and puts enough thought into parents minds to at least consider not lighting up, then its doing its job.
Clowns will talk on phones, not wear their seatbelts and speed, but the laws arent necessarily there to protect the driver, but other people. This law does that.
As it goes, the best way to stop people from doing the wrong thing is to make it so damn expensive you have no other option by to. If a speeding fine was $2,000 and not $135, do you think people will make themselves more aware? |

Interesting point. Should the level of fines be determined by ones circumstances?
A thousand dollar fine would be a deterent to someone on 30k, but it would not be so daunting for someone on 300k. |
