Why ho University of South Australia software units have such as a high staff turnover?
Simple, really, it managers are people who has no idea about computer programming, they hire managers and team leaders based on their management experience, bureaucracy experience, experience managing staff, experience creating standards and processes as suppose as any real technical experience. According to their selection criteria, the 40 years guy who manages Wendy ice cream is more suited to the job than someone with 5 years experience programming.
As people with no experience programming are in charge of software development, they have no idea how to hire the right person, promote the right person or even train staff at workers level to develop their skills (except send them to a two weeks training course which does nothing for them).
Hence, they keep on hiring and firing people and blame the people who left for the organisation failure, and waste tax payer money when it is all along this and simply this,
HIRE SOMEONE WITH THE RIGHT TECHNICAL EXPERIENCE TO MANAGE, NOT THE RIGHT MANAGEMENT EXPERIENCE TO MANAGE TECHNOLOGY |

| Uh mate. I am sick of the technical cowboys with 5 years of coding experience (5 years is a baby) and no management skills at all. Management experience to manage the technology any day. Just read CIO Magazine, Gartner and Gantthead. But I guess they are wrong as well. I do not need experience programming to understand SDLC and apply it. |

I would rather put someone with 5 years experience coding in charge of a development team than some line manager. Putting someone without relevant technical skills for a particular technology platform in charge of a management team is like putting a ward clerk manager in charge of heart surgeons, plain stupid.
This is usually how old boys/girls network create positions in IT dept for their IT incompetent buddies.
What usually follows is the development manager will hire a technical team leader to manage technical stuff for him/her while he does the "people management". And because he has no idea about computers, half of the time, he hires the wrong person, meaning 12 months after the contract start date, he would be screaming for contractors which cost $70 per hour to fix the problems for him.
The total project cost would be a lot cheaper with a technical competent manager in charge in the first place. Kind of like nurses in charge of nurses and doctors in charge of nurses. |

I meant nurses in charge of nurses and doctors in charge of doctors and of course civil engineers in charge of civil engineers and so forth.
SA gov just have people with no idea (might have an IT degree) in charge of programmers |

Without programming experience, how to you train, guide and mentor young developers you pay 50k a year for? Just sent them on a two weeks training course which will teach them absolutely nothing? Hence you are wasting their time and your time and most importantly tax payer's money.
Your argument would also means you could get some guy who manages a hair dressing salon to manage your IT team for you? (Not laugh, it actually happened in SA gov) |
