The state government of South Australia has many ways for managers to give their drinking buddies, and young bimbos who has never turn on a computer in their life before or have an IT degree but don’t even like computers cushy jobs in the IT section of the public service

| I come across a large number of them either got promoted from clerical background of got promoted because they can't program. Since they don't know much about computers, the specs they write are garbage. They end up engage in politics and powerplay all day to strengthen their power base. Most specs should be done by programmers anyway. |

I usually find they have much more expertise in other areas to do with their professions.
They have special areas for those with computer programmers that assist, so it's more of a team work base.
You may be talking of another area that we no nothing about. |

No. If you're developing something for the business then the application is spec'd out by the business - not by the programmers. It's not the programmers job to give the business something that they think the business wants. |

It is up to the programmer with good communication skill to work out with business what the spec is. BA tends to tell business what to do and try to create solutions which are technically stupid.
Programmers on the other hand create useful spec with in mind of business needs and technical reality. |

B) I think it is ridiculous that your state government would have project manager, BA, project officer, user admin, testing manager and then one programmer in a project and the programmer would be the only person who can turn on a computer while the rest are the cousins or drinking buddies of the manager. I would rather they spend our tax payer money on disable children and cancer sufferers. |

You have a dedicated test manager for a single project?
Pride in your job? Your job is to churn out efficient code as per the specs supplied to you - nothing more. No matter how loud those voices in your head are telling you "this is stupid" it's not really your job to question the specs.
It's the public service - do your job, get paid and get out. Exactly the same as when working as a hired gun for a large corporation.
It's been my experience on IT projects that the ratio of people without IT experience to those with IT experience is often three or more to one.
Strangely enough, within the public service I've found that ratio to be reversed - but then again I've never worked for the SA PS. So I agree with you it does sound very dodgy what's going on - but that doesn't change what I said before about just doing your stuff and ignoring it. |

I meant expertise in "their" area of knowledge that a programmer wouldn't have. You cant just have computer skills.
A department would have an IT team, to make sure the computers are installed and help with any problems.
As far as I know, the anlists i come across are all hard working as of their managers.
The drinking of a beer at the end of a week helps with good communication with the rest of the team. |

Well I can't just ignore it when there are 2 managers and 2 anaysts keeping on adding bureaucracy to the projects, the latest one being sending password in clear text (I might expand on that). I have to deliver my project to the people who paid for it (cancer patients). I can' do my job effectively when there are people who keep on hijacking the project for their political gains.

Most private enterprises have very little non-IT staff in the software team.
The anaysts I have worked in SA gov with are
a) hairdresser who is the best friend with the manager but know nothing about the business or computers
b) crusie ship entertainer who is very pretty but know very little about computers or the business
c) IT staff who got promoted but know next to nothing about programming (hence he has great "people skill") |

I have been told by an anayst who know nothing about .Net to add a security standard in my project which involve sending Windows domain password in clear text over the intranet. This will add a week to my project . It also make it easy for ANYONE with a protocol anayzer to read passwords of people who work in the hospital.
If this anayst has his way, this will be standard for all hospitals in South Australia. THIS IS STUPID. |

| savestarfish - I don't know the purpose of your threads here, but I'm starting to get pretty fed up with your attitude for knocking everything to do with SA (which your posts seem to thrive on) - so unless you have a magic wand to fix all the problems we have here, I suggest you get off your soapbox and give it a rest. I for one have had enough. Those who know me on here know I'd rather bite my tongue than give a comment, but this is the last straw for me. Enough is enough. I am certain every other state in Australia has similar problems so quit picking on mine....as I said, unless you personally can solve all these problems you keep bringing up here on messageboards, or a way of making sure the right people get the right jobs, give it up and get a life. |

I have
To fix software development in SA gov
1) hire people base on technical competencies (not political competencies)
2) hold people and managers accountable (fire anyone who under perform, as suppose to promote them)
Every private organization do it, your federal government does it, simple to follow.
I believe in speaking out and speaking up to change things |

For the record also, I have written countless letters to ministers etc. And they are not going fired their best friends any time soon.
Hence I am voting for Liberal state government next and hope they will bring in more accountability and positive change. |

sheepers mate. I agree with a previous poster. I have 10 projects on the hop at the moment all with schedule horizons of over 8 months, I have hired people with limited IT skills but with the right attitude, one of them a singer. You work on what, one project and you haved a test ana/lyst? Come on, if you are that unhappy, get out.
We are told regularly by the SA Government in regards to media policies, I see you on these forums very regularly airing issues. If you are that unhappy and your integrity is that compromised by what you see, you need to make a choice. Otherwise you have your snout in the trough like a lot of the public servants you whinge about. Has it ever occurred to you that working on a project is 99% communication - and that by having your attitude, you impact on the success of the project. Leave your ego at the door my friend. Rule number one of working in teams. |

To deliver a project successfully is 80% technical skills and 20% communication skills.
You wouldn't hire a singer to build your house (you would hire a builder), why would you hire a singer to work on your IT project?
My project is going really well. I fought hard and have won the political battles to get things done. I HAD two managers, two anaysts and one programmer.
As a tax payer like yourself, I like to see an effective government, so while I am enjoying producing work I feel is worthwhile and unhappy with the politics and with the ways things are run, I seek to improve it as I go.
My team is really happy with my work and I consult with them regularly, more important, they agreed with everything I have said about how bad SA government is running software development.

I haven't said anything most people left the SA government have said or a few people want to say but are too afraid to say it.
The problem with SA government is a culture of don't offend anyone and cruise along... This is plain stupid and is exactly why the state bank went bankrupt. |

Many public servants use the word "team work" to peer pressure individuals from criticizing the team and make them do all the work.
Well it is not team work when
1. One person do all the work
or
2. No one else in the team know how to do the work when they are singers, hairdressers, clerks in software development team got promoted because of their "interpersonal skills" or "networking skills" or "diplomatic skills" or what you call "the right attitude". You wouldn't promote someone without a medical degree to become a doctor but you promote your friends and drinking buddies with no IT skills to be in your IT team.
IT team need a technical leader with the right technical skills and knowledge for the technical platform so he/she can train, mentor, guide and promote the right person for the job. |

You know what. Software development or IT is SA gov is just a bunch of politicians who hire a bunch of office politicians who hire a bunch of incompetent bs artists who are good at nothing else but office politics to run IT for them.
There is no accountability or measurement of productivity or personal liability. Just one happy incompetent old boys network. |
