Probably the latter, however that is just the tip of the iceberg.
Overcoming the lack of work history, which has been in place since time immemorial, is the first hurdle, and it is not an easy one considering there was no such thing as going to work each and every week day.
Well there weren't even week days to start with. Things were done when they needed to be done, actually, had to be done or else go hungry, get wet, go without a new wife, etc etc.
Another huge problem would be housing these community workers. Do they bring their families, or do they look for someone else's woman at night, after a few beers.
How do they get to work each day, someone would have to pick them up and later drop them off.
Who will see to it that they are properly presented, clean and tidy and, dare I say it, free of body odour.
And in case you think I am exaggerating about the latter, just walk past a group of school kids from a community when they are at a shopping centre.
Plus it is physically hard work, and my experience with the suggested is that physical hard work is shunned, it's women's work. Which opens another door again. One which could be worth investigating.
However, the short reply is that trolley collecting is best left to those who are willing and keen to make a dollar, and sadly these types come from impoverished countries, not impoverished communities. |

I sincerely believe that all real Australians, not recently imported ones, are entitled to the same benefits, regardless where they live, or why they live there.
However pressure must be brought to bear in communities to see that everyone on the dole actually does something to earn their daily bread, even though this does not happen in the wider community.
It needs to happen there so people can learn the work ethic, because it is sadly missing in action across remote communities. And it is the only way governments can actually force people to do something, and thus learn about working at the same time. |
