PARIS (AFP) - The exodus of the well-heeled seeking to escape France's wealth tax picked up in 2006, with 843 taxpayers holding an estimated 2.8 billion euros in assets leaving the country, Le Figaro reported Tuesday.

The figure was around 200 higher than in 2005, the daily reported citing the French Senate's budget pointman, Philippe Marini.

The tax is a levy on assets above 770,000 euros (1.2 million dollars) rather than on income, and has forced numerous well-off to take up residency in other countries, such as French rock icon Johnny Hallyday.

Marini suggested raising the minimum threshold to one million euros.

"We have a need for well-off people in our country to invest, create jobs, wealth and finally to pay taxes," said the lawmaker.

As land values rise the tax has also become a bane to many property owners who find that they must pay the tax, known as the ISF, even though their income is modest.

Rogerhopes is correct. Politicians of any breed have an insatiable lust for power and the middle class in Australia has been on their hitlist for generations.
Both major parties want only rich and poor citizens.
The rich to pay the taxes and the poor to survive on welfare.
The "lucky" party that gets this mix right will govern this country for a very long time.
That's why the governments of the day allow the rape and pillaging by banks, oil companies, major retailers etc, etc,
The so called middle class is the only threat to the meglomaniacs sitting in our parliaments throughout the land.
The politicians lust for power knows no limitations and beneath the skin of every one of them lies a dormant Mugambe dying to get out.
The Bonds and Skases are still there they just operate from the major corporations now instead of individually.
The politicians fawn and crawl to them the way they have for generations.
Welfare is the opiate of the lower class and they will one day be the largest voting bloc in the country.
Don't ever believe that any politician is going to help any voter in any way that can threaten their very existence ie the middle class .

Oh yes, negative gearing should go.Only , it should go the day the country will stop being run by monkeys and we will have reasonable interest rates like a mature and developed country. Something like 2.5% . You need to look around and see what's happening outside little australia

Well, note that most countries are not banana republics and do not have usurious interest rates like we have in Australia. So let's not exaggerate the importance of negative gearing as a benefit to some.

working families.
what is that will be in the future if any member works in the family earning more than $35000 they will lose all the benefits not only family benefits.
we will make also to pay for public schools if you are working
so better be on the dole and do not earn anything that is our labour policy. and that is what we want from all u aussies.

I find all this talk putting down the achievements of the rich as uninformed. I come from a poor background with parents who's only income was an invalid pension. I know what poor is. I made the decision not to be poor. It only took a minute to make that decision. It took me to the brink of loosing everything twice to learn how not to be poor. It takes long hours, lots of life education and focusing on what you want out of life and not wasting time whinging about what other people have and you don't have. Understand that you can only change you. Only you can make yourself rich or poor. Its a state of mind. Until you understand that you will never achieve anything that you desire out of life.

we have purchased a first home 4 months ago, unluckily we did n't fixed.We knoe the pain how these financial playing games with us by increasing interest rate.Really middle class man can't afford this type of situation.
We are very anxiously awaiting for the budget, if there any good news for home buyers & any tax benefits..etc

You're just another greedy landlord trying to protect his tax benefits.

Most other countries don't have negative gearing and they don't seem to have issues with rent.

Why should the rich get a tax holiday?

Let’s talk about Negative gearing
There are two kind of landlord ( rich landlord & poor landlord).
Rich landlord with no mortgage they enjoy the capital gain and receive rental incomes, they have positive income and there are not getting any Negative gearing benefits.
Poor landlord with mortgage (LVR 100% maximum Negative gearing benefits.)
They also enjoy the capital gain and receive rental incomes, if they are paying 9.5% interest rate now to keep that investment property going. They will incur a cash outflow 3 -5 % of the loan. Even they are getting the maximum Negative gearing benefits 2-3%.
If that Negative gearing benefits have been removed, I bet the rent will be increase by 30% in order to cover that lost of Negative gearing benefits 2-3%.
Also we will see less investment property on the market for rent, the power of the demand will push the rent further increase.
So if the Negative gearing law can be extended to not only investment property but also the residential home, and then we can buy our first home much easier.

Negative gearing is another completely unfair law. How come poor working class families trying to pay off their mortgages get not tax deductions, whilst greedy landlords get so many deductions they often have to pay no tax at all?

And on top of that the poor have to pay GST on a much larger portion of their income!!!!

It's outrageous. Negative gearing has got to go!

Yes, it's more rich fat cats trying to feed their greed of our backs. Who do you think controls the interest rates? The RBA, like the politicians are just looking out for their rich paymasters.

Increasing corporate tax to 50 or 60% would be a great start to stopping these guys. And a 80% tax on dividends and rental income (after all, that's how the greedy buggers line their pockets).

Hi, Corret me if i am wrong.
If you dare to believe that increasing interest rates are the best tools to take the money from the poor (hard working people with loans), and give that money to the rich (rich people with term deposits). Do you believe that is part of the RBA motivation?

According the CBA annual report 2007 page 11 said: Home loan, up 13% since June 2006 to $175 billion, Domestic deposits, growth 17%, since June 2006 to 175 billion.

So the CBA home loan can be funding 100% by retail deposits (from rich people). And CBA owner 30% of the retail deposits market share.
The total retail deposit market= $175billion / 30%=$583billion (from rich people)
RBA have increased interest rate by 2.5% from 4.75% to 7.25%. The absolute interest increase rate = 2.5%/ 4.75%=52.6%.
Wow, how many hard working families have lost their home?
Hi, Rich people, do you know CBA is offering 8.1% for term deposit? And what are you going to do with your interest income?
Total interest income for 2008 = $583billion* 8.1%=$47.2billion.
Do you think $47.2 billion for the rich & famous only, do you think they can push up the inflation above 5%?
Now I have to believe that rich are getting richer, poor will getting poorer.
I do not understand why the RBA has done it again and again to benefit the rich people.

I still want to discuss the interest rate & inflation more.
I believe the ordinary Australia like me who are very keen to understand all this issues, and we are hoping some experts can bring some real life scenarios to proof the RBA decision (increase interest rates keep inflation down) was right, if RBA decision are working well, we will welcome on the decision, but RBA has been done 12 times, so far I have not find any price comes down, due to the interest rate increase. And I start to believe that interest rate up will fuel the price up, and we witness that rent up due to the landloads pass that cost to tennets.

Rich people are evil and greedy. I say we tax the fat cats and distribute the money to the poor Ozzy battlers. I mean, the rich just stole it from poor people in the first place. How do you think they got rich? (and why do you think the poor got poor?).

There should be 100% tax above 70k to stop the greedy rich from earning so much money.

It depends on who you call rich.

The nouveau rich maybe getting poorer as they start their social climb to affluence.
Most have high debt levels and will struggle with interest rate hikes.
This problem will not go away in the short term.
Many will look back and say was it all worth it.
The babyboomer parents bought a house and lived in it for most of their lives, paying off their debt and contented with what they had.
Today the nouveau rich want more and dont understand the pressure of debt accumulation risk until now.
The risk is by increasing debt and your working life is getting shorter the chances of repaying it fall rapidly.
The family home is at risk from defaulting.
There are many in this scenario who have fallen victim to this type of greed.
Parents know best is one statement that could be clearly identified here.
